An armed society where there is almost no disparity of force is likely the only way to ensure a truly peaceful society.  To the bully and other violent persons, the confidence that one has the ability to cause more harm than be harmed creates to them an appealing option.  One that most of society, wishing to live peacefully and undisturbed, cannot countenance as being acceptable.
